The Deputy Chief Executive (Operations) of the National Health Insurance Authority (NHIA), Dr. Senanu Kwesi Djokoto, paid a working visit to the Volta Regional Office on Tuesday, 18th November 2025. The visit was part of the Authority’s nationwide operational engagements aimed at assessing regional performance, strengthening collaboration, and addressing key challenges to enhance service delivery.
In her welcome address, the Volta Regional Director, Madam Susan Chobah, expressed her appreciation to the DCEO for prioritizing the Region in his monitoring schedule.
She commended his leadership and provided an update on the Region’s human resource distribution. Out of a total of 244 staff, 203 are stationed in the District Offices while 41 serve at the Regional Office. She also noted that the Volta Region consists of 18 political districts supported by 13 permanent NHIS district offices.
Madam Chobah highlighted the urgent need for permanent offices in Afajato South, North Tongu, Akatsi North, Adaklu, and Anloga, which currently operate without dedicated NHIS facilities. The Region also works closely with 380 accredited service providers, reflecting strong stakeholder collaboration.
She further acknowledged the prompt national response to LHIMS-related matters and emphasized the Region’s consistent performance in membership mobilization. Despite setbacks in 2024 due to GFMIS disruptions, the Region has demonstrated strong performance, notably being the only Region to achieve its membership target in 2023.
Challenges and Concerns
Madam Chobah highlighted several operational challenges that require urgent attention, including outstanding staff vacancies, delayed promotions, limited training opportunities for Monitoring and Evaluation Officers, and the lack of standard office buildings in some districts. Other concerns raised were vehicle shortages, withdrawal of some vehicles to Head Office, inadequate BMA machines for mass registration, budget constraints, and limited monitoring funds.
She also mentioned the persistent issue of illegal charges (co-payments) by some health facilities, as well as critical structural concerns at the Ketu North and South Dayi district offices.
DCEO’s Response
Dr. Djokoto, in response, expressed appreciation to the management and staff of the Region for their dedication, professionalism, and strong performance indicators. He invited the National Directors who accompanied him to address the concerns raised by the Regional Director.
The team commended the Region’s hard work and assured staff of management’s readiness to tackle the challenges presented.
The DCEO outlined ongoing reforms and strategic initiatives aimed at strengthening NHIA’s operational systems, improving responsiveness,
and advancing the national agenda of Free Universal Health Coverage. He encouraged staff to maintain their momentum and continue demonstrating excellence in service delivery.
The working visit provided a valuable opportunity for constructive engagement, performance review, and strategic alignment.
