Energy Commission begins Stakeholder Consultations on the Proposed Re-enactment of Act 541

The Energy Commission has begun nationwide stakeholder consultations on the proposed re-enactment of the Energy Commission Act, 1997 (Act 541), to modernise Ghana’s energy regulatory framework and strengthen its mandate as the technical regulator of electricity and natural gas. The first engagement, held in Tamale and led by the Legal Unit with the Electricity and Natural Gas Directorate, drew participants from industry, academia, regulatory bodies, the Judiciary, law enforcement, professional associations, consumer groups, and certified electricians.
The proposed law seeks to close gaps in licensing, market regulation, local content, compliance, enforcement, and emerging energy technologies, while strengthening the Commission’s governance and creating a more flexible regulatory framework. Deputy Legal Director Cecilia Agbenyega, along with the Director of Electricity and Natural Gas Anthony Bleboo and Acting Head of Energy Efficiency, Emmanuel Boavo Twum, emphasised the need for broad stakeholder input. Participants, including GRIDCo, which called for stronger enforcement, raised issues on compliance, licensing, and inter-institutional coordination.
Consultations continued in Kumasi, with Accra as the final stop, after which the Bill will be reviewed with the Ministry of Energy and Green Transition and the Attorney-General’s Office before submission to Parliament, a step expected to strengthen Ghana’s energy regulatory architecture.
