The Tema Oil Refinery (TOR) and Ghana Oil Company Limited (GOIL) are exploring expanded areas of collaboration as the state-owned refinery works to increase the supply of petroleum products to the Ghanaian market.

Management of the two companies held a strategic meeting to examine opportunities for GOIL to strengthen its role in the supply and offtake of petroleum products from TOR, building on an existing business relationship between the two energy companies.

Briefing the GOIL Managing Director and his team, TOR Managing Director Edmond Kombat highlighted progress in the refinery’s ongoing operational reset, with particular emphasis on the restart and supply processes.

Mr. Kombat said the swift and smooth execution of the ongoing activities reflected renewed operational discipline at the refinery as TOR works to restore and expand its contribution to the domestic petroleum market.

GOIL, one of TOR’s key offtake partners, is expected to play an important role as the refinery seeks to increase the volume of petroleum products supplied to the market. A stronger offtake arrangement could provide TOR with a more reliable market for its output while supporting GOIL’s access to locally refined products.

The discussions also focused on identifying additional areas where the two companies can work together as TOR continues its restructuring and operational recovery.

The collaboration comes as Ghana seeks to strengthen domestic capacity within the petroleum value chain and improve energy security by supporting local refining and distribution.

TOR said partnerships with industry players such as GOIL would remain critical to its efforts to restore the refinery to sustained operations and contribute more significantly to meeting Ghana’s petroleum-product requirements.

The latest engagement therefore signals an effort by both companies to move beyond their existing commercial relationship and identify opportunities that could support increased local refining, improved product availability and greater resilience in Ghana’s downstream petroleum sector.
