A delegation from the Uganda Revenue Authority (URA), accompanied by the Petroleum Commission of Ghana (PC), visited Tema Oil Refinery (TOR) on October 21, 2026 as part of an information exchange program in Ghana.

The visit was another opportunity for TOR to share its experience in local crude oil refining. TOR’s Managing Director, Mr. Edmond Kombat, Esq., and Deputy Managing Director, Alhaji Mustapha Batalima Abubakar, welcomed the delegation and spoke about the refinery’s business.
TOR’s technical team briefed the delegation on the refining process, explaining how crude oil is processed into finished petroleum products.

The Head of Delegation, Mr. Arthur Musinguci, said the visit would help the team better understand the stages involved particularly in refining local crude oil. He added that they were keen to learn from TOR’s experience as Uganda moves forward with plans to build a refinery.
The visit also gave the delegation an opportunity to exchange views with TOR’s leadership.
