John Jinapor inaugurates new NPA Board, emphasizes sector reforms and regulatory vigilance

The Minister for Energy and Green Transition, John Abdulai Jinapor, has officially inaugurated the newly constituted Board of the National Petroleum Authority (NPA), reaffirming the government’s commitment to strengthening regulation and oversight within Ghana’s petroleum downstream industry.

In his address at the inauguration ceremony, Mr. Jinapor highlighted the NPA’s critical functions, which include regulating, overseeing, and monitoring activities across the sector. He emphasized the importance of safeguarding consumer interests, fostering fair competition among service providers, and ensuring the consistent availability of quality petroleum products at fair prices.

“The essential role this sector plays in national development makes effective regulation non-negotiable,” the Minister stated. “Given the complexity of operations and the wide range of service providers involved, the regulator must be vigilant, proactive, and transparent. The sector is highly exposed to global price fluctuations and vulnerable to malpractices such as smuggling, fuel adulteration, tax evasion, and dumping. These realities demand constant oversight and active engagement with stakeholders.”

Hon. Jinapor acknowledged the progress made by the NPA over recent years, especially in developing regulatory and compliance systems to address sector challenges. He tasked the new Board to intensify efforts in dealing with issues like fuel dumping and illicit practices through strengthened enforcement measures, aiming to restore integrity across the value chain.

“As a Board, your role is central to shaping the future of the NPA and Ghana’s petroleum downstream industry,” he said. “You are expected to enhance institutional governance, promote transparency, ensure fair competition, and foster Ghanaian content and participation. Full enforcement of regulations and licensing standards across the value chain must be a priority.”

The Minister also announced the recent submission of the report by the Petroleum Downstream Sector Reforms Committee (PDSRC), which was inaugurated on March 14, 2025, to recommend reforms for improving sector efficiency, competitiveness, and sustainability. He assured that the Ministry would review the recommendations carefully, particularly those aimed at strengthening government oversight, operational transparency, and financial viability, working closely with the NPA and industry stakeholders.

Urging the new Board to serve with professionalism and dedication, Hon. Jinapor emphasized the importance of embracing innovation and leveraging technology to adapt to the rapidly changing global and local market dynamics. He reaffirmed the government’s commitment to building a robust, efficient, and investment-friendly downstream petroleum sector.

The Chairman of the newly inaugurated Board, Alhaji Huudu Yahya Iddrisu, expressed gratitude for the confidence reposed in the members by President John Dramani Mahama. “On behalf of my colleagues, I thank the President, John Dramani Mahama, for appointing us to serve on the NPA Board. We are committed to ensuring the sector operates efficiently and effectively, while also advancing the President’s social contract with the good people of Ghana. Minister, you have our assurance that we will deliver on these mandates,” he stated. The inauguration marks a significant step towards reinforcing Ghana’s petroleum sector governance and fostering sustainable growth in the downstream industry.

The members of the NPA Board include, Alhaji. Hudu Yahaya Iddrissu (Chairman), Mr. Elorm L. Lardi Glawu, Dr. Clement Osei-Amodo, Mr. Godwin Tameklo (CEO of NPA), Sanja Anita Morrison Esq., Linda N. Ogebdei Quao Esq., and Madam Philis Naa Koryoo Okuror.
