Abrogation of contract: Health Minister raises concern about accountability in implementation of LHIMS Project

Health, Works, and Housing Ministers appeared before the Public Accounts Committee of Parliament

The Minister of Health, Kwabena Mintah Akandoh, has raised serious concerns about accountability and oversight in the implementation of the Lightwave Health Information Management System (LHIMS) project.

According to him, stakeholders are calling for a thorough investigation into how payments were made to the contractor despite the incomplete execution of the project.

Appearing before the Public Accounts Committee (PAC) on Thursday, October 30, 2025, the Minister disclosed that although less than half of the planned health facility connections were completed, the contractor had received over US$77 million, representing more than 70% of the total contract sum.

The Minister was accompanied by key agencies under his ministry, including the Food and Drugs Authority (FDA), National Health Insurance Authority (NHIA), and the Ghana College of Physicians and Surgeons (GCPS).

Also appearing before the Committee was the Deputy Minister for Works and Housing, Hon. Gizzella Tetteh-Agbotui, who responded to queries in the Auditor-General’s Report concerning agencies under her ministry — namely, the State Housing Company, Architectural and Engineering Services Limited (AESL), Water Resources Commission, and Community Water and Sanitation Agency.

The Chairperson of the Committee, Hon. Abena Osei-Asare, announced that PAC would continue its public hearings on Friday, October 31, 2025, as part of efforts to ensure transparency and accountability in the management of public funds.
