Members of parliament have commenced debates on the Appropriation (NO.2) ACT, 2025, where the Government is seeking a sum of money not exceeding Three Hundred and Fifty-Seven Billion, One Hundred and Five Million, Six Hundred and Thirty-Nine Thousand and Eighty Ghana Cedis (GH¢357,105,639,080) for the year ending 31st December, 2026.

 

The Bill presented by the Finance Minister Dr. Cassiel Ato Forson is to provide for appropriation for the year 2026 in accordance with the constitutional requirement under paragraph (a) of clause (2) of article 179 of the Constitution that, estimates of expenditure of public offices shall be included in an Appropriation Bill to be introduced in Parliament to provide for the issue of funds from the Consolidated Fund and other public funds to meet Government expenditure

 

The Act is to provide for the withdrawal of sums of money necessary to meet Government expenditure for the 2026 financial year, from the Consolidated Fund and other public funds, and for related matters.

 

According to the report, a sum of money to be issued from the Consolidated Fund for 2026 financial year, “pursuant to paragraph (a) of clause (2) of article 179 of the Constitution, a sum of money not exceeding Three Hundred and Fifty-Seven Billion, One Hundred and Five Million, Six Hundred and Thirty-Nine Thousand and Eighty Ghana Cedis (GH¢357,105,639,080) shall be issued from the Consolidated Fund and other public funds during the financial year commencing on the 1™ day of January, 2026 and ending on the 31% day of December, 2026 and shall be appropriated for the purposes specified in the First Schedule, which translates into the Third and Fourt/}Schedules representing Ministries, Departments and Agencies and other Government obligations with their programmes”.

 

Retained Internally Generated Funds

  1. The Ministries, Departments and Agencies listed in the first column of the Second Schedule may retain and use an amount of Eighteen Billion, One Hundred and Eighty Million, Seven Hundred and Seventeen Thousand, Six Hundred and Thirteen Ghana Cedis (GH¢18,180,717,613) indicated in the second column of the Second Schedule being a part of the total amount specified in section 1 during the financial year commencing on the 1* day of January, 2026 and ending on the 31* day of December, 2026.

 

Payment of money on authorisation of Minister responsible for Finance

 

  1. The Controller and Accountant-General shall, on a warrant issued on the authority of the Minister responsible for Finance, pay out of the Consolidated Fund and other public funds during the financial year ending on the 31″ day of December 2026 any sum not exceeding the sum of Three Hundred and Fifty-Seven Billion, One Hundred and Five Million, Six Hundred and Thirty-Nine Thousand and Eighty Ghana Cedis (GH¢357,105,639,080) referred to in section 1.
