New recruits hit as EPA recalls 2025 letters with GH¢9,000-GH¢12,000 pay, reissues GH¢2,700-GH¢3,800 offers

Hundreds of newly recruited staff at the Environmental Protection Authority (EPA) have been thrown into uncertainty after the agency withdrew all appointment letters issued from 2025 and reissued new ones with significantly reduced salaries.

The original appointment letters, issued from 2025, carried monthly salaries ranging between GH¢9,000 and GH¢12,000.

Those letters have now been recalled.

Affected staff have been issued fresh appointment letters with revised salaries ranging between GH¢2,700 and GH¢3,800-a pay cut of over 65% in some cases.

What we know so far:

All EPA appointment letters issued from 2025 are affected by the withdrawal.
Pay difference:

The new salary band represents a drop of GH¢6,300 to GH¢8,200 monthly per person compared to the original offers.
Status:

Staff who had already assumed duty under the old letters are now being asked to accept the revised terms or exit.

Key questions EPA is yet to answer:

What triggered the mass withdrawal of 2025 appointment letters?

Was the initial GH¢9,000-GH¢12,000 salary range approved by the Fair Wages and Salaries Commission and the Ministry of Finance?

Were budget allocations for the original salaries captured in the 2025/2026 appropriations?

How many staff are affected and what is the total payroll saving to the EPA?

What legal exposure does the EPA face from staff who accepted and acted on the original letters?

Impact
Some affected recruits told this reporter they had resigned from previous jobs, secured accommodation, and taken loans based on the original salary offers.

The sudden revision has left many facing financial distress.

Labour analysts say the move could set a precedent for public sector recruitment if the original offers were made without proper financial clearance.

EPA’s response
The EPA is yet to issue a formal statement explaining the withdrawal and salary revision. Attempts to reach management for comment were unsuccessful at press time.
