Accra on High Alert: REGSEC deploys flood Defences, steps up Homowo Security

The Greater Accra Regional Security Council has declared a state of heightened operational readiness across the capital, deploying aggressive flood countermeasures and stepped-up security ahead of the peak rainy season and this year’s Homowo festival.

Chaired by Regional Minister Hon. Linda Obenewaa Akweley Ocloo, REGSEC activated the move following an emergency review of ecological vulnerabilities and cultural risk factors. The Council says the decision shifts the region “from standard disaster management to an active posture of civic preservation”.

Critical flood zones identified:
Based on terrain data from the National Investigation Bureau, GARCC has mapped out priority areas for enforcement:

Critical Risk Corridors: Odawna Sahara and Adabraka Official Town in Korle Klottey Municipality.
High-Risk Flashpoints: Alajo Central, Berlin Bridge, Downside Area in Ayawaso North/East, Jelil Estate Junction, Baba Yara and Akorli Down in Madina, Osu Alata, Osu Doku, and Abelemkpe Methodist Church zone.
Heightened Monitoring Zones: Key catchments in Weija-Gbawe, Ga West, and Ga East including Old Barrier, Tetegu, Manhean, Dome Crossing, GAEC Road, and Dakyibi River areas.

Dual response for floods + Homowo
REGSEC’s blueprint links flood suppression with festivity security:

MMDCEs have been ordered to deploy sanitation task forces for immediate clearance of silt, debris and illegal waste choking waterways.

The Regional Minister says the exercise will be “without fear or favour”.

Joint security patrols and intelligence monitoring will be intensified to pre-empt chieftaincy and land disputes that often flare during Homowo. Fire Service and emergency teams have finalized crowd control and traffic plans for high-density celebration grounds.

NADMO has designated safe havens and is empowered to relocate residents from critical flood catchments where water levels pose immediate threats.

“The safety and well-being of our citizens remain our foremost priority. We will not sit idly by for disaster to dictate our narrative,” Hon. Ocloo stated. She urged residents in risk zones to stay vigilant, follow daily advisories, and report emergencies promptly through official channels.

REGSEC assured the public that the state remains fully mobilized to preserve law, order and safety across Greater Accra as rains intensify and Homowo approaches.
