World Bank engages Gender Minister on Ghana Productive Safety Nets Project 2

The World Bank team, led by Cornelia Tesliuc, Lead Economist and Task Team Leader for the Ghana Productive Safety Nets Project 2 (GPSNP 2), has met with the Minister for Gender, Children and Social Protection, Dr. Agnes Naa Momo Lartey, as part of the Technical Implementation Support Mission held from October 20–24, 2025.
The mission, organized in collaboration with the Ministry of Local Government, Chieftaincy and Religious Affairs, seeks to assess progress made under the GPSNP 2 and provide technical support to ensure timely and effective delivery of its key components.
During the engagement, the World Bank team emphasized the importance of accelerating implementation and ensuring that ongoing activities deliver measurable impact. Discussions highlighted the need to prioritize key components and align available resources to strengthen outcomes and promote sustainability across all interventions.
Further discussions focused on the Livelihood Empowerment Against Poverty (LEAP) Programme, where the team underscored the importance of completing the ongoing eligibility reassessment of beneficiaries and onboarding new households under the revised benefit scheme. The Bank also called for improved digital payment systems to make LEAP transfers more accessible and efficient for beneficiaries.
Beyond project implementation, the World Bank commended Ghana’s steady progress in strengthening its social protection framework. The team emphasized the importance of finalizing and operationalizing the Social Protection Act to provide a strong legal foundation for the delivery and continuity of social protection interventions, ensuring that support for vulnerable households remains consistent and sustainable.
In her remarks, Hon. Dr. Agnes Naa Momo Lartey expressed appreciation to the World Bank for its continued partnership and the extension of the project period to allow for deeper technical engagement. She reaffirmed the Ministry’s strong collaboration with the World Bank and other stakeholders to deliver the objectives of GPSNP 2, including poverty reduction and livelihood empowerment.
The Minister also underscored the government’s commitment to the full operationalization of the Social Protection Act, describing it as a critical step in consolidating Ghana’s gains in social welfare delivery and institutional accountability. She further highlighted the Ministry’s focus on strengthening the Ghana School Feeding Programme to improve nutrition and promote retention in basic schools, especially in underserved communities.
The ongoing mission brings together technical experts from the World Bank, the Ministry of Gender, Children and Social Protection, and the Ministry of Local Government, Chieftaincy and Religious Affairs, with discussions and field visits expected to identify actionable steps to accelerate implementation and sustain results under the GPSNP 2.
