The Minister for Energy and Green Transition, Jinapor, has undertaken a working visit to the Tema Oil Refinery (TOR) and the Ghana Grid Company (GRIDCo) as part of his ongoing efforts to assess, support, and modernize key agencies within the Ministry.
At TOR, the Minister toured various sections of the refinery to gain direct insight into ongoing upgrades and the overall condition of the facility. He emphasized TOR’s critical role in Ghana’s energy security and industrial growth, while expressing concerns over leadership instability that has hampered progress in recent years.
Highlighting the achievements of the past nine months, the Minister praised the significant progress made at TOR and urged Managing Director Mr. Edmond Kombat and his team to maintain this momentum. He called for the adoption of innovative and sustainable strategies to boost operational efficiency and resilience.
The Minister also raised issues regarding a prior deal, revealing that the previous administration transferred TOR to a private entity for just USD 22 million—a transaction he described as lacking transparency. He stated that the matter has been referred to the Attorney-General for advice and appropriate action.
To enhance logistics and operations within the Tema industrial enclave, the Minister announced plans to collaborate with the Minister for Roads and Highways to address the poor access roads affecting movement and productivity in the area.
At GRIDCo, the Minister expressed serious concern over the company’s declining financial health, noting that GRIDCo was once able to fund major infrastructure projects from its own resources. “Sadly, that is no longer the case,” he remarked, urging management to implement decisive corrective measures to restore GRIDCo’s financial strength and technical leadership.
He stressed that GRIDCo’s stability is vital for the reliability of Ghana’s electricity transmission system and the success of the government’s 24-hour economy initiative, aimed at boosting productivity and job creation through a stable energy supply.
The Minister concluded that these visits are part of a broader reform agenda to modernize Ghana’s energy institutions, strengthen governance, and foster innovation—aligning with President John Dramani Mahama’s vision for a resilient, secure, and future-ready energy sector.
