A delegation from Chad is in Ghana to understudy the National Health Insurance Authority (NHIA) as part of efforts to strengthen its national health insurance system. The visit focuses on learning from Ghana’s experience in implementing and sustaining the National Health Insurance Scheme (NHIS), particularly in the areas of funding, claims management, governance, regulation, and operational efficiency.

The delegation’s interest reflects Ghana’s growing reputation as a leading model for healthcare financing and health insurance administration in Africa. Through engagements with NHIA officials, the team is gaining insights into the systems and structures that have enabled the Authority to provide healthcare coverage for millions of Ghanaians since its establishment.
Addressing the delegation, the Chief Executive Officer of the NHIA, Dr. Victor Asare Bampoe, outlined the Authority’s funding mechanisms and how resources are mobilized to support healthcare delivery across the country. He also highlighted key government interventions aimed at expanding access to healthcare, including the Mahama Cares Programme, which supports the treatment and management of non-communicable diseases, and the Free Primary Healthcare initiative, both of which contribute significantly to Ghana’s universal health coverage agenda.

Dr. Bampoe noted that while these interventions may not be directly managed by the NHIA, the Authority works closely with stakeholders across the health sector to ensure coordinated efforts toward improving access to quality healthcare for all.
The study visit is expected to provide valuable lessons for Chad as it advances efforts to strengthen its health insurance system. It also further underscores Ghana’s success in building a resilient and sustainable healthcare financing model that continues to serve as a reference point for countries pursuing universal health coverage.
