Ghana has strengthened its drive toward a sustainable Blue Economy following high-level talks with the Royal Norwegian Embassy on a proposed Ocean for Development Programme Ghana.
The Norwegian delegation, led by Ambassador His Excellency Dr. John Mikal Kvistad, was received by the Minister for Fisheries and Aquaculture, Hon. Emelia Arthur, alongside officials from the Ministry and the Fisheries Commission.
The meeting follows Norway’s formal pledge to support Ghana’s Blue Economy Strategy, with both countries reaffirming their shared commitment to sustainable ocean governance under the High-Level Panel for a Sustainable Ocean Economy.

Discussions focused on priority areas including sustainable fisheries and aquaculture, marine ecosystem protection, research and digital innovation, blue finance, inclusion, and maritime security, particularly the fight against Illegal, Unreported and Unregulated (IUU) fishing.
Norwegian partners emphasized that the programme will be demand-driven and aligned with Ghana’s national priorities, with a strong focus on institutional coordination and long-term impact.
Officials from Norad presented an overview of the proposed initiative, while Ghana’s delegation outlined key priorities and expectations to guide the partnership.

Both sides agreed to move forward with technical engagements, including the designation of focal persons and the development of a comprehensive programme framework.
The initiative will begin with an inception phase focused on planning and technical cooperation ahead of a formal bilateral agreement.
The partnership is expected to play a pivotal role in transforming Ghana’s marine and inland aquatic resources into drivers of sustainable growth, resilience, and shared prosperity.
