The National Health Insurance Authority (NHIA), in collaboration with the Joint Learning Network (JLN) for Universal Health Coverage has convened a technical workshop towards the strengthening of the guidelines for the management of the National Health Insurance Scheme (NHIS) Benefit Package (BP).
The JLN is a global community of practitioners and policymakers dedicated to co-developing practical solutions to advance Universal Health Coverage (UHC) reforms. Ghana is a founding member of the network with practitioners from NHIA playing active roles since its inception in 2009. The JLN, through its collaboratives, develops Knowledge Products (KP) to guide countries in their journey to UHC.

The NHIS, established by an Act of Parliament, is mandated to undertake periodic reviews of its Benefit Package. This mandate is guided by the ‘Guidelines for the Management of the NHIS Benefit Package’, a document which details a process that runs from the receipt of inclusion requests through appraisals, development of treatment and reimbursement pathways, costing, actuarial analysis and eventual implementation when approved.
The two-day meeting, which opened in Accra on Monday, May 25, 2026, brought together senior officials of the NHIA, the Ghana JLN Country Core Group (CCG), health financing specialists and policy experts, clinical experts, academia, civil society representatives, and other key stakeholders.

The objective of the meeting was to review the guidelines for the NHIS BP review process using the ‘JLN Health Benefit Package Revision Guide’ Knowledge Product- a strategic initiative which underscores the Authority’s commitment to optimise resource allocation decisions.
The Deputy Chief Executive of Operations, NHIA and Co-chair of the workshop, Dr. Senanu Kwesi Djokoto, described the event as a milestone worth celebrating. He commended the JLN for its support and for its platform that supports learning and collaboration.
